Guthrie and Fulcher Celebrate President Trump’s Signing of Bipartisan Hydropower Licensing Transparency Act
WASHINGTON, D.C. – Today, Congressman Brett Guthrie (KY-02), Chairman of the House Committee on Energy and Commerce, and Congressman Russ Fulcher (ID-01), applauded President Donald Trump’s signing of H.R. 3657, the Hydropower Licensing Transparency Act. This bipartisan law will help protect reliable, baseload hydropower by making the federal relicensing process more transparent and accountable.

BACKGROUND:
- Congresswoman Kim Schrier (WA-08) and Congressman Russ Fulcher (ID-01) introduced H.R. 3657, the Hydropower Licensing Transparency Act, which requires FERC to report to Congress on the status of relicensing applications for hydropower dams.
- Within 180 days of enactment, FERC must deliver its first report, providing a better assessment of baseload generation that will help keep hydropower facilities from retiring prematurely.
- The legislation was reported by the Committee on Energy and Commerce by a vote of 47-0, before being passed by a voice vote in the House of Representatives and by unanimous consent in the Senate.
